Cannabis Restoration
RESTORATION, as proposed by THE REPORT, is endorsed and supported by Honest Citizens, judges, professors, doctors (of Medicine, Jurisprudence, Psychiatry, Physiology, Philosophy) Ecology and Economics' experts and other academics. In the Cannabis context, Restoration is comprised of Relegalisation, Amnesty and Restitution.
Relegalisation: legislation for the Restoration of the normal status
of Cannabis to that which obtained before the introduction of any
controls.
Amnesty, an act of oblivion: retroactive legislation containing
explicit recognition that Prohibition of Cannabis was and is Tyranny,
its enactment and every prosecution being the commission by the state,
of Crimes; Crimes Against Humanity, Crime Against Peace, of ex parte
Tampering, Perjury and Subreption, amongst others, and that all of
enforcement against, and penalisation of, solely Cannabis related
activities were and are Malicious and wrongful;
the immediate unconditional release of all imprisoned solely for
cannabis related activities; the expunction of all state-held records
Cannabis related activities.
Restitution: retroactive legislation; the act or restoring that which
was taken away; return of fines and refund of Costs (at current value);
indemnification, reparations to make good for damage done; redress by
monetary Compensation (as for other Wrongful Penalisation);
Restitution also includes:
1. State-funded, mass public education to disperse essential knowledge
and restore the esteem due cannabis for its benign, life saving, Health
promoting qualities as a Personal Relaxant, as Preventive Measure, as
Preventive Medicine and as Curative Medicament; public recognition,
including at ministerial level, of Cannabis as the single safe Personal
Relaxant, and recommended recreational substance of sensible choice.
2. A. State funded, mass public education on the formulation in this
application: The Cannabis Biomass Energy Equation (CBEE) which
demonstrates Cannabis-Methanol (etc.) the production-cost-free (cheap)
resource and economic replacement for costly pollutant fossil fuels and
uranium in the generation of electricity and provision of fuels for all
requirements, domestic, industrial and transportation; education on
CBEE and CBRPF to include dispersal of the knowledge of how
Cannabis contributes positively and Ecologically to the stabilisation
of Global Warming.
B. State funded, mass public education on the numerous normal market
macro-economic applications of Cannabis, e.g. as seed staple food; the
standard fibre of textiles; cheap source of paper-pulp superior to wood
of trees; renewable, cheap and high quality resource to compete with
and thus replace present uses of lumber (trees); economical and
superior 'mineralised' concrete building materials; and, as explicated
by this application, the production-cost-free resource to plastics and
petro-chemical products; etc.
3. The socially beneficial deterrent to recurrence of restrictions on
Cannabis: The evolution and execution of Procedure whereby the Crime of
Tyranny of Prohibition of cannabis be terminated; and by which to
determine and bring before the public those responsible for the said
crime; and where appropriate, do justice.
Nota Bene:
A. Where a law and its enforcement are illegal, as with the Prohibition
of Cannabis, all those people persecuted under its prosecution are due
compensatory Restitution for their Grievance. Insistence on Justice is
essential - it is incumbent upon all Citizens to unite and resolutely
demand the end of the malignant Tyranny of Prohibition of Cannabis
which is a money-motivated corporate profit-protection Conspiracy. When
the law is wrong, i.e. illegal, it is weak, inconsistent and wrong not
to insist upon consummate Restitution.
B. No Special Taxes Required for Implementation of Restitution:
(i) Re-legalisation produces great savings to the Department of
Finance. The state currently expends huge sums annually on Prohibition
enforcement. Savings would also be made which are now spent on
unnecessary police deployment, prosecutions, Legal Aid defenses, and on
the courts. Re-legalisation leaves vast sums available for Restitution.
(ii) In re Cannabis: on health grounds, duties, special taxes,
zoning requirements, affirmative action, BEE, VAT, qualifications and
/or trading licenses (and the like) can never be justified. Such
'pre-sale' fiscal measures are merely schemes to protect profits and
sales of inferior and toxic products by making benign Cannabis more
expensive to consumers, more difficult to obtain and impossible for the
'average man' to sell, thus technically making it 'illegal' once again.
These vitiate the good herb's demonstrated beneficial and life-saving
potential to achieve mitigation, moderation and replacement of use of
both the legal and the illicit drugs, the addictive pathogens alcohol,
tobacco, herion, morphine, etc.
(iii) The CBEE will deliver substantial revenue to the State. The
reliance on OPEC oil and unstable high prices hinders every economy.
The cost free production of Methanol from Cannabis is cheaper, cleaner
and greener then purchased oil. Those 'savings' would be converted to
huge profits, and the consumers would not notice anything except stable
fuel prices and inflation. Also, as Cannabis cultivation results in a
process called 'Carbon sequestration' by removing fossil fuel carbon
from the atmosphere and replacing it back into the ground in the form
of roots. This form of 'carbon capture and storage' can generate for
South Africa 'Carbon Credits' which can be sold to other nations.
(iv) However, normal corporation and income taxes levied on
profits from trade in commercial products of Cannabis will also render
significant monies available to pay compensatory Restitution. Their are
only a finite number of Grievances to be processed. Once compensatory
Restitution has been made, the funds from savings described in (i)
above, and from income and corporation profit taxation, will continue
to be available to the Department of Finance for the other good social
applications.

last resort, to rebellion against tyranny and oppression, that human
rights should be protected by the rule of law."

Remember, if there was any
REAL danger, the government would be able to show it to you empirically
(not hypothetically or by using their own, grant-paid 'scientists'
(read prostitutes)). The fact that they cannot show you the harm
empirically means they are deliberately lying to remove your
freedoms
which is a crime against humanity that the government must be held
accountable for. We can never negotiate with the government until those
who implemented and enforced these tyrannical laws are brought to
justice.
